HELPS Program 
The EDUCATION advocacy of Congresswoman BH is focused primarily on bridging the digital divide between the privileged and underprivileged, thus giving FREE quality computer literacy programs to those who have no access to it.
The Bagong Henerasyon Foundation, Inc. (BHFI) forged partnerships with: initially, the AMA Education System and presently, the Adamson University, prestigious institutions of higher education, to provide the computer training modules currently being used; the Sangguniang Kabataan (Youth Council) of Barangay Bahay Toro, a local government unit provided the building; and the Lexber Inc., a socially-involved private realty company provided the computer equipment, furnishings and improvements. These partnerships helped establish the Bagong Henerasyon Computer Learning Center or BH-CLC.
BH-CLC has been providing for the past years, FREE quality computer training and education to the out-of-school and out-of-work youth, students in public schools, the socially-disadvantaged women, the elderly and the retired, and the rank-and-file private and government employees. To date, 8,467 beneficiaries have so far availed of this program since it started in August 2001. From an original of 4 courses (Business Application Software or BAS, Desktop Publishing, Basic Secretarial and Basic Technician) it has offered an additional 3 courses (Advanced Technician, HTML Webpage Design and Internet).
In the foundation's gusto to provide accessible services to the public, in 2004, through agrant from the Australian Government under its AusAID-PACAP, the Foundation won in the World Bank-sponsored "Panibagong Paraan" competition to operate the Computer school-On-Wheels or C.O.W. The conectp of the COW is simple, and therein lays its beauty, so to speak: "bring the right SERVICE to the right PEOPLE at the right PLACE and TIME". So, in a nutshell, what the foundation did was to: RECYCLE a used 20-footer container van; CONVERT it into a mobile classroom; OUTFIT it with computers and peripherals; HAUL it to pre-identified barangays; PARK it beside the barangay halls or any suitable vacant lots; TAP INTO the electric mains of those barangays; TURN ON the power; and PRESTO! A fully operational computer learning center is now right at the very doorsteps of the target beneficiaries. To date, more than 11,023 beneficiaries graduated and were given quality free accessible computer trainings. Recognizing the importance of this project, Mayor Sonny Belmonte, will replicate this project by producing 5 computer schools-on-wheels to increase computer literacy of all grade six pupils in public schools. In June 2006, the APEC Digital Opportunity Center of Tapei, Taiwan recognized this project as Best Practice in Bridging the Digital Divide in the Philippines.
In May 2006, in order to ensure that computer literacy is for everybody, the BHFI added its newest Computer Training Project, and this time it is for people with disabilities, particularly, the visually, hearing, speech and mobility impaired. In partnership with ATRIEV, a school for the visually impaired, and CICT, BH received a grant from the APEC Digital Opportunity Center (ADOC) of Taipei, for the management and operation of the "Bagong Henerasyon ADOC eCARE CENTER located at Barangay Nayong Kanluran, District 1, Quezon City. To date, the center has produced 293 graduates.

BAGONG HENERASYON COMPUTER LEARNING CENTER
Bagong Henerasyon jumpstarted this Education advocacy through the establishment of the Bagong Henerasyon Computer-Learning-Center (BH-CLC) in August 2002 in partnership initially with AMA University and now with Informatics Computer Institute and the Sangguniang Kabataan (Youth Council) of Barangay Bahay Toro in Project 8, Quezon City. With these efforts in computer literacy, the APEC Digital Opportunity Center of Taipei, Taiwan recognized in June 2006, the Bagong Henerasyon – COW project as Best Practice in Bridging the Digital Divide in the Philippines.
ADOC E-CARE CENTER
In May 2006, in order to ensure that computer literacy is for everybody, Bagong Henerasyon added a new Computer Training Project, and this time it is for people with disabilities, particularly, the visually, hearing, speech and mobility impaired. In partnership with ATRIEV, a school for the new visually impaired, and the APEC Digital Opportunity Center (ADOC) of Taipei, Bagong Henerasyon was tasked to manage the operation of the Bagong Henerasyon ADOC eCare CENTER which gives FREE quality computer training to indifferently-abled persons located at Barangay Nayong Kanluran, District 1, Quezon City. To date, the center has produced more than 1,500 graduates.
COMMUNITY-BASED COMPUTER LEARNING CENTERS
Through the years, Bagong Henerasyon continued to establish several community-based computer-learning centers and has produced more than 6,000 graduates from these centers. To date, 7 centers are giving FREE computer literacy in their respective areas:

ROVING COMPUTER AND SPEECH TRAINING CENTER
In 2008, the Bagong Henerasyon, in partnership with the Rotary Club of South Triangle and Rotary Club of Song Tang Central of Korea, launched in October 2008, its second Computer school-On-Wheels on a 40-foot container van and called it the Roving Computer and Speech Training Center, which gives FREE quality computer and speech training at the very doorsteps of its target beneficiaries. Rotary International gave a P1 Million Grant for this project. To date, more than 2,000 have graduated from this school in computer literacy and another 2,000 in English proficiency.
E-SCHOOLS-ON-BOARD
Seeing how effective the Bagong Henerasyon mobile schools are, then Quezon City Mayor now Speaker of the House Feliciano Belmonte, Jr., tapped the services of Bagong Henerasyon of putting up two (2)
e-Schools-on-Board so that all grade 6 pupils of Quezon City will have access to computer education. The local school board of Quezon City awarded a P4 Million grant to Bagong Henerasyon Foundation to implement the project. The two (2) mobile computer schools were launched on May 31, 2010 and is now parked in two schools of Quezon City.
SCHOLARSHIPS
In partnership with NOVA Computer College, 300 high school graduates received full tuition Certificate Programs or College Scholarships while 10 grade one students obtained full scholarship courtesy of YUMINIKODENI. BH Foundation also has partnerships with Technical Education Skills and Development Authority (TESDA) for the Ladderized Education Program Scholarships and PESFA Scholarships.
Through the Commission on Higher Education (CHED), Department of Science and Technology (DOST) and Department of Agriculture (DA), college scholarships are continuously being granted to deserving students.
ALTERNATIVE LEARNING SYSTEM
Another project of Bagong Henerasyon launched in June 2007, together with the Public Employment Services Office (PESO) and the Department of Education, is the Alternative Learning System, which aims to give elementary and high school education in a non-formal setting to those (15 years old and above) who weren’t able to study formally in schools. This program will enable them to get their high school diploma and be ready for either college or technical vocational trainings, employment or be entrepreneurs, after they graduate from ALS, where trainings are conducted every Saturday for the next 10 months. More than 500 have finished the program.
